Washington state insurance commission problems

Well, it's time to see if anyone else has had a problem with the WA Insurance Commission (you know, you just re-elected the commissioner, Mike Kreidler). I will use Kaiser Permanente as my example. We all know that dealing with the Kaiser Permanente complaint process is, well, like trying to cancel AOL in 1998 -- it'll take years off your life.  So, I have tried many times to run my Kaiser complaints through the WA Insurance commission in the last several years. Here is my usual route:

1. I call Kaiser member services
2. Kaiser refers  me to its appeals dept.
3. Kaiser appeals dept. takes an inordinately long time to respond to appeal and then does nothing
4. I file a complaint to WA Insurance Commissioner
5. Kaiser packs a tidy denial response in a letter to WA Insurance  Commission
6. Case closed and WA Insurance Commission accepts Kaiser explanation of its denial of claim
7. WA Insurance Commission acknowledges your frustration, but says there is nothing more (more? more than what?) that they can do, but welcomes your further questions
8. After one question and one response from them you are abandoned
